ALÉM DA INFRAESTRUTURA: GOVERNANÇA, COORDENAÇÃO INSTITUCIONAL E LEGADOS DA COPA DO MUNDO FIFA 2014 PARA OS AEROPORTOS BRASILEIROS: UMA ANÁLISE DA GOVERNANÇA AEROPORTUÁRIA EM MEGAEVENTOS INTERNACIONAIS BEYOND INFRASTRUCTURE: GOVERNANCE, INSTITUTIONAL COORDINATION, AND THE LEGACIES OF THE 2014 FIFA WORLD CUP FOR BRAZILIAN AIRPORTS AN ANALYSIS OF AIRPORT GOVERNANCE IN INTERNATIONAL MEGA-EVENTS

Resumo

A realização da Copa do Mundo FIFA 2014 constituiu um dos maiores desafios logísticos, operacionais e institucionais enfrentados pela aviação civil brasileira nas últimas décadas. Embora a literatura especializada tenha dedicado significativa atenção aos investimentos em infraestrutura aeroportuária realizados para o evento, a dimensão institucional responsável pela coordenação das operações e pela integração dos diversos atores envolvidos permanece relativamente pouco explorada. O presente artigo analisa as estruturas de governança e coordenação institucional implementados para assegurar o funcionamento do sistema aeroportuário brasileiro durante a Copa do Mundo FIFA 2014, examinando seus impactos sobre a gestão aeroportuária e os legados deixados para o setor após o encerramento do evento. A pesquisa adota abordagem qualitativa, fundamentada em revisão bibliográfica, análise documental e estudo de caso do Aeroporto Internacional Marechal Rondon, em Várzea Grande (Cuiabá), uma das cidades-sede da competição. Os resultados indicam que os principais legados da Copa transcenderam os investimentos físicos realizados nos aeroportos, manifestando-se na consolidação de práticas de governança colaborativa, na integração entre órgãos públicos e operadores aeroportuários, no aperfeiçoamento dos procedimentos de coordenação operacional e na institucionalização de processos decisórios compartilhados. Conclui-se que a experiência da Copa do Mundo FIFA 2014 representou importante marco na evolução da governança aeroportuária brasileira, contribuindo para o fortalecimento da capacidade institucional do setor e influenciando modelos posteriores de gestão de grandes operações aeroportuárias e de coordenação interinstitucional.

ABSTRACT

The 2014 FIFA World Cup represented one of the greatest logistical, operational, and institutional challenges faced by Brazilian civil aviation in recent decades. Although the specialized literature has devoted significant attention to the airport infrastructure investments undertaken for the event, the institutional dimension responsible for coordinating operations and integrating the various stakeholders involved remains relatively underexplored.

This article examines the governance structures and institutional coordination arrangements implemented to ensure the proper functioning of the Brazilian airport system during the 2014 FIFA World Cup, assessing their impacts on airport management and the legacies left to the sector after the conclusion of the event.

The research adopts a qualitative approach based on a literature review, documentary analysis, and a case study of Marechal Rondon International Airport, located in Várzea Grande (Cuiabá), one of the host cities of the tournament.

The findings indicate that the main legacies of the World Cup extended beyond the physical investments made in airports, manifesting themselves in the consolidation of collaborative governance practices, the integration of public agencies and airport operators, the improvement of operational coordination procedures, and the institutionalization of shared decision-making processes.

The study concludes that the experience of the 2014 FIFA World Cup represented an important milestone in the evolution of Brazilian airport governance, contributing to the strengthening of the sector's institutional capacity and influencing subsequent models of large-scale airport operations management and interinstitutional coordination.
