A ANÁLISE DE DADOS NA AVIAÇÃO A PARTIR DAS DIRETRIZES DO DOC 10159 DA ICAO: EVOLUÇÃO NORMATIVA E APLICAÇÕES PRÁTICAS AVIATION DATA ANALYSIS BASED ON ICAO DOC 10159 GUIDELINES: REGULATORY EVOLUTION AND PRACTICAL APPLICATIONS

Resumo
Este estudo contextualiza o processo da análise de dados na indústria da aviação, a partir das diretrizes trazidas pelo novo DOC 10159 da ICAO (Safety Intelligence), analisando a evolução normativa dos regulamentos e algumas aplicações práticas já existentes na indústria. A metodologia baseou-se em uma busca bibliográfica/documental de regulamentos aeronáuticos e estudos selecionados, submetidos à técnica da Análise de Conteúdo de Bardin (2016). Os estudos trazem cinco aplicações práticas de Machine Learning (ML) e Inteligência Artificial (IA) nas áreas de predição de turbulências, fadiga humana, aproximações desestabilizadas, interferências de sinais (jamming e spoofing) e motores. Os resultados apontam um descompasso regulatório, onde enquanto o DOC 10159 se limita a fundamentos elementares, trata pouco sobre IA e carece de exemplos práticos, a indústria e a comunidade científica já aplicam sistemas preditivos para aproximar o setor da meta global de zerar as fatalidades na aviação comercial após o ano de 2030. Ademais, o cenário brasileiro ainda se concentra na coleta em detrimento do processamento de dados, e, sobretudo, destaca-se que o Safety Intelligence ainda se trata de uma recomendação internacional e não um requisito mandatório.

ABSTRACT
This study contextualizes the data analysis process within the aviation industry based on the guidelines introduced by the new ICAO DOC 10159 (Safety Intelligence), analyzing the normative evolution of regulations and existing practical applications in the sector. The methodology was based on a bibliographic and documentary search of aeronautical regulations and selected studies, which were subjected to Bardin’s (2016) Content Analysis technique. The reviewed studies present five practical applications of Machine Learning (ML) and Artificial Intelligence (AI) in the fields of turbulence prediction, human fatigue, destabilized approaches, signal interference (jamming and spoofing), and aircraft engines. The results highlight a regulatory mismatch: while DOC 10159 is limited to elementary fundamentals, briefly addresses AI, and lacks practical examples, the industry and the scientific community are already implementing predictive systems to bring the sector closer to the global goal of zero fatalities in commercial aviation after 2030. Furthermore, the Brazilian scenario remains focused on data collection rather than data processing, and, above all, it is highlighted that Safety Intelligence is still an international recommendation rather than a mandatory requirement.
